The Indian government has formed a Group of Ministers (GoM) to address financial challenges faced by electricity distribution companies, known as discoms. The panel is chaired by Shripad Yesso Naik, the Minister of State for Power.
Objective of the GoM
The main goal of this group is to find new and innovative solutions to make discoms more financially stable. Many discoms struggle with rising debts and inefficiencies, which affect electricity supply and pricing. By improving their financial health, the government aims to make power distribution more sustainable and attract private investments.
Members of the GoM
The seven-member panel includes top energy ministers from various states:
- Uttar Pradesh’s Energy Minister (serving as the member-cum-convenor)
- Energy Ministers from Andhra Pradesh, Rajasthan, Tamil Nadu, Madhya Pradesh, and Maharashtra
The team will hold meetings in these states to discuss and implement financial improvement strategies.
Key Responsibilities of the GoM
The GoM will submit its report in three months and focus on the following areas:
- Analyzing debt levels in key states and identifying ways to ensure borrowings are productive.
- Identifying states in urgent need of financial support and creating a strategy to prevent them from falling into excessive debt.
- Designing guidelines for investment plans aimed at improving infrastructure and efficiency.
- Ensuring proper financial due diligence and encouraging state governments to invest in discoms.
- Developing mechanisms for tariff realization, ensuring fair pricing and better revenue collection.

By addressing these challenges, the GoM hopes to improve the overall financial health of the power distribution sector. A stronger and more stable discom system will also help attract private investment in the sector, ensuring long-term benefits for the electricity supply chain in India.
